The Fresh Mugwort is a very rare drop in all the mentioned zones, and thats mainly what you want to be aiming for. The Mugwort is used for a good skill up recipe for FFXI cooks. You may want to do a little more research into the zone in which you choose to harvest to see what else you can harvest for profit on the side to add towards your profit.

Bhaflau Thickets is a good spot for fresh mugwort. You must be able to sneak and invisible yourself as there are treants and tigers. With the field gear on the rate for fresh mugwort is actually pretty good.
